Biography

Dr. Frost is a forty year law enforcement professional who started his career in New Hampshire Law Enforcement as a Police Officer in 1981. He obtained supervisory ranks within several agencies throughout his tenure, including the Seabrook, New Hampshire Police Department where he served as a Patrol Officer, Detective, Patrol Supervisor, Field Training Coordinator, Firearms/Use of Force Instructor, Critical Incident Debriefer, and Administrative Sergeant. He retired at the rank of Administrative Sergeant from the Seabrook Police Department in 2004. He was a member of the Portsmouth, New Hampshire Police Department’s Auxiliary division from 2004 -2014. Dr. Frost also served as a Police Prosecutor in the Hampton, New Hampshire - District Court, in both Juvenile and Adult sessions, handling cases from arrest to adjudication. Dr. Frost possesses the following academic degrees: an Associate in Science Degree from Hesser College; a Bachelor’s Degree in Human Services/Criminal Justice, and a Master’s Degree in Administration; both from Springfield College; a Master of Social Work Degree from the University of New Hampshire; and a Doctor of Arts Degree from Franklin Pierce University in Transformational Leadership. He has been an Adjunct Professor of Undergraduate and Graduate studies at Springfield College School of Human Services since 1997; an Adjunct Professor at Southern New Hampshire University; and an Adjunct Professor at the New Hampshire Technical Institute, since 2019. Dr. Frost’s dissertation “How the Millennial Generation Will Influence Future Law Enforcement Leadership,” was published in 2011. Dr. Frost has been a pioneer of, and has worked to develop programs in, Emotional Wellness. He has spent the last twenty-five years creating and facilitating officer-centered training programs to assist officers in the recognition of, and how to effectively deal with, any number of emotionally charged situations encountered on the job. In acknowledgement of this work, he received the New Hampshire Congressional Law Enforcement Award for Dedication and Professionalism in 2014. He serves as a member of the Granite State and Southern New Hampshire Critical Incident Management Teams. Dr. Frost is a graduate of the FBI National Academy Session #263. Dr. Frost has enjoyed a lengthy career working as a consultant and educator developing agency-based programs, as well as numerous academic programs to enhance inter/intra-agency cooperation, communication, and cross-generational understanding. He has presented on these topics to law enforcement, military, mental health, private security, and other organizations throughout the United States and Canada. Dr. Frost most recent assignment was that of Assistant Superintendent at the Essex County Massachusetts Sheriff’s Department, an agency of 500+ employees, with 425+ serving in the uniformed ranks. He served in this capacity from 2008 to 2017. Dr. Frost is currently assigned as a consultant to the Training, Standards & Wellness Department of the Hampden County Sheriff’s Department, Ludlow, Massachusetts.
